Only members of the PTA may vote.Roll Call, Establishment of QuorumActing Secretary Jennifer Bright took attendance and confirmed that quorum was present to conduct business.Ac.on ItemsPresident Tammy Andress presented the agenda. There were no changes. Lisa Lawson moved to approve the agenda. The motion was seconded. A voice vote was held. The motion passed.Acting Secretary Jennifer Bright presented the minutes from August 12, 2020. There were no corrections. Julie Davis moved to approve the minutes. The motion was seconded. A voice vote was held. The motion passed.Treasurer Jolynn Hardizi presented the treasurer’s report. The beginning balance is $12,434.60. There have been no expenses to date this year. AnnouncementsWe will be holding Priority Fair the week of October 13th with more information forthcoming.ECCC is planning to partner with the other Councils in Cobb County to host a school board candidate forum. The Resolution was passed by our Board of Directors on February 1, 2021 and has since been edited by Committee with some new insight. Parliamentarian Abby Shiffman, who was a part of the committee, read the Resolution.Resolution to Prioritize Educators and All Staff Who Work for School Systems to Receive the COVID-19 Vaccine ImmediatelyWhereas, Proper immunization for COVID-19 for educators and all non-certified staff including paraprofessionals, support staff, substitute teachers, custodial staff, bus drivers, and all who must be in the building and/or with students at our local unit schools is vital in the protection of said educators and support staff from exposure to this virus and necessary to ensure the safety of teachers and all staff at our local schools; andWhereas, By National PTA’s Position Statement: Reopening of Public PreK-12 Schools for 2020-2021 School Year, adopted June 2020, “National PTA understands that the reopening of our nation’s preK-12 schools during the COVID-19 pandemic is vital to ensure the continuity of education, however it should not outweigh the safety and the mental and physical health of our students, educators, school employees, and families”; andWhereas, Since the fall of 2020, the public has become increasingly aware that the incidence of COVID-19 infections in Cobb County, Georgia, have reached epidemic proportions and, in a truly short period of time, the COVID-19 mortality rate has become unusually high; andWhereas, By National PTA’s Position Statement: Reopening of Public PreK-12 Schools for 2020-2021 School Year, adopted June 2020, “National PTA strongly supports a robust federal investment in response to the COVID-19 pandemic which in include investments in public health, public schools, universities, hospitals, and local and state governments. National PTA urges the federal and state governments to provide the funding necessary to ensure that when our schools reopen, they have the resources needed to do so as safely and successfully as possible”; andWhereas, As of February 2, 2021, there are 18 states and two (2) territories where educators can receive their vaccines NOW (Arkansas, Arizona, Connecticut, Delaware, District of Columbia, Hawaii, Idaho, Illinois, Iowa, Kansas, Kentucky, Maryland, Michigan, Minnesota, New York, Ohio, Oregon, Puerto Rico, Utah, Virginia). In West Virginia, teachers over the age of 50 are eligible to receive their vaccines. In six (6) other states it varies by location (California, Pennsylvania, Nebraska, Nevada, Tennessee, Virginia, Wyoming). In Georgia, teachers are not considered front line workers and are currently in the state’s phase 1b to be vaccinated which the Georgia Department of Health expects to begin no sooner than early spring based on vaccine availability; andWhereas, The East Cobb County Council of PTA’s (ECCC PTA) believes that to continue to offer in person (Face-to-Face) instruction while protecting the safety of students and staff, educators and all support staff at our local unit schools must be considered front line workers and should be priori2zed to receive the COVID-19 vaccine and all who are in schools should be required to always wear a mask; andWhereas, The Centers for Disease Control and Prevention (CDC) recently updated its guidance on Considerations For Wearing Masks which states, “A mask is NOT a substitute for social distancing. Masks should still be worn in addition to staying at least 6 feet apart, especially when indoors around people who don’t live in your household”; now therefore be itResolved, That the ECCC PTA advocates to seek legislation and/or policy change that would prioritize all educators and support staff, including, but not limited to, bus drivers, substitute teachers, ASP workers, custodians, cafeteria workers, in the Cobb County School District (CCSD) to receive the COVID-19 vaccination; and be it furtherResolved, That ECCC PTA advocates to seek legislation and/or policy change that would prioritize COVID-19 vaccinations for all educators and those who must interact with students in the CCSD; and be it furtherResolved, That ECCC PTA advocates to seek legislation and/or policy change to provide and distribute medical grade PPE to all educators and those who must interact with students in the CCSD; and be it furtherResolved, That ECCC PTA implores the Superintendent and the Board of Education of the CCSD to demonstrate the expected behavior of wearing masks along with social distancing to mitigate the spread of COVID-19 at all Face-to-Face public meetings and while conducting any Face-to-Face business of the CCSD; and be it furtherResolved, That ECCC PTA encourage and provide leadership & training to the local unit PTAs of the ECCC PTA on how to conduct an advocacy campaign to advocate to local and state officials to declare all our educators & support staff as front-line workers to be prioritized to receive the COVID-19 vaccine. Discussion followed. No changes were proposed. Wendy Stone made a motion to accept the ECCC PTA’s “Resolution to Prioritize Educators and All Staff Who Work for School Systems to Receive the COVID-19 Vaccine Immediately”, as presented. Coming from Committee, it needed no second. The motion passed and the Resolution was accepted.IV.
